Brazil scores 5.28 out of a possible 10 on the Connectivity Scorecard for 'resource and efficiency-driven' economies. Again, this score is a relative score achieved with reference to a peer group of resource and efficiency-driven economies and is not comparable with the 'innovation-driven' economies. Brazil thus finishes in fourth place out of the nine economies considered — just ahead of South Africa.
Although Brazil attracts less attention than its Asian counterparts, India and China, its performance on Connectivity is actually significantly better.

Literacy and gender access to the Internet
Business infrastructure, i.e. available international bandwidth per capita
Government infrastructure, usage and skills - highest e-government ranking (Brown University) of its peer group
Business usage and skills (despite high literacy rate primary school completion rates scores poorly.)
Mobile email usage, and international outgoing telephone traffic per capita
