France’s 2009 Connectivity Scorecard rating places the country firmly in the middle of the pack. The best scores are related to France’s excellent online government initiatives. However, moderate performance in all business metrics is more indicative of the country’s positioning. ICT user skills in the workforce score near the bottom of OECD nations, but spending on data services, Ethernet and IP services is stronger. This increases confidence in the sophistication of France’s business data usage.
Consumer infrastructure suffers from average 3G and broadband penetration, although high data transfer speeds are readily accessible. Internet usage on the part of consumers is also moderate, as are SMS and voice habits despite inexpensive services on offer.
Lower ICT investment than other nations surveyed and the lack of a clear private sector ICT leader contribute to France’s connectivity rating.
Apart from Poland, consumers in Korea spend the least on software out of all the innovation driven economies
