Korea’s strong consumer infrastructure continues in Connectivity Scorecard 2010 as was the case in 2009. It has strong 3G and the highest broadband penetration globally, aided by targeted policy to support the development of ICT among its citizens. It ranks first on broadband speeds and penetration of advanced next-generation broadband infrastructure, while usage and skills among its consumers is above average. The country’s E-Government ranking is high, with excellent broadband access in schools.
Similar to last year, business investment levels in ICT are lower than average, with moderate secure server penetration and only a small proportion of businesses engaged in e-commerce. Spending on IT services by business is modest as is the demand for corporate data services, while businesses with their own Website is lower than many other OECD nations typically indicating a lower level of ICT specialization.
Apart from Poland, consumers in Korea spend the least on software out of all the innovation driven economies
