The Ukraine’s strong consumer connectivity performance is not enough to cancel out the effect of its weak business scores on the 2009 Connectivity Scorecard. While broadband penetration is low, other aspects of the country’s consumer infrastructure do quite well, with PSTN and mobile penetration ranking highly, along with the percentage of internet subscriptions. With regards to consumer usage, significant numbers of minutes are used for both PSTN and mobile services. The Ukraine’s literacy rate is also impressive.
Business scores are weak across all measured categories. Business spending on IT resources is low, as is the penetration of secure servers. International bandwidth availability shows similarly disappointing scores. The sole bright spot comes in the form of a decent secondary school enrolment rate. The country’s E-Government ranking is fairly good, despite low levels of government spending on software and other computer services. Further foreign investment in the Ukraine’s ICT sector could help stimulate the nation’s telecommunications industry.
