Vietnam’s 2009 Connectivity Scorecard ranking suffers from a lack of data regarding certain metrics. In terms of consumer infrastructure, broadband penetration is very low. Consumer usage is highlighted by a fairly high use of voice minutes, as well as a literacy rate that falls close to the median. Modest levels of internet usage are also reported. Business connectivity suffers from weak scores across the spectrum, with only secondary school enrolment performing above the lowest level. Vietnam’s E-Government score is decent, and in line with that of other countries with similar economic development.
There is uncertainty regarding the details of Vietnam’s fixed-line infrastructure, with indications being that it may be stronger than reported. The main factor limiting the growth of Vietnam’s ICT sector is a weak economy and low investment in human capital and social improvement through better schooling and training of workers. A stronger telecommunications regulatory environment would also be useful.
